For the convenience of employers applying for migrant workers home quarantines, the Taipei City Foreign and Disabled Labor Office again directs you to the “Online Application of Migrant Workers’ Entry-Home Quarantine.” An employer and/or agent can apply for the approval either by completing a written application or using the online application. It is quick and convenient to use the online application.
Industries which are eligible for applying for the migrant workers’ home quarantine include: manufacturing industry, construction industry, animal-processing industry, marine fishery industry, cattle-breeding industry and employers dispatching migrant workers to the agriculture, forestry, fishery and animal husbandry sectors. The employer is encouraged to take advantage of it. However, this rule is not applicable to migrant workers who work as a caregiver in a family or in care facilities.
Chen Hsin-Yu, the director of the Department of Labor, Taipei City Government has stressed that a quarantine location cannot be a general hotel which is not an epidemic-prevention hotel. When applying for the approval of the home quarantine, the employer or the appointed private employment agency should file the above said application based on an epidemic-prevention hotel.
When receiving a reservation from those who need to be under home quarantine or isolation, a general hotel must inform them that the hotel cannot be used for home quarantine. The hotel needs to report the case to the Department of Information and Tourism, Taipei City Government or call the Taipei City Governments hotline number, 1999. A normal hotel, who agrees to offer rooms for someone who needs to be under home quarantine, has to report to the Department of Information and Tourism, Taipei City Government and accept guidance in order to become one of the epidemic-prevention hotels. After implementing the related measures, a hotel can provide rooms to those who need a place to quarantine.
Any hotel committing a violation regarding Covid-19 will be fined more than NT$3,000 but not more than NT$15,000, in accordance with Article 70 of the Communicable Disease Control Act. The hotel will be required to make mandated improvements within a stipulated time. If the hotel fails to improve the situation, fines will be imposed based on violated times, as well as the name and the address of the hotel will be announced to public.
